The best I can recall the Recs fished even when the QIN modeled fisheries said impacts should not happen. That said when the QIN and sometimes NT commercial modeled impacts do not happen then the Recs season is at risk. Keep in mind that in the last five years had the Chinook and Coho returns came upriver in the historical time frame several years Chinook would not have made escapement and more than one year Coho also. Figuratively speaking it appears the managers like playing with fire.
