Is it possible that the fish are ignoring the water levels because we are making them smaller? While a 50 pound Chinook or 15-20 pound coho might have issues with skinny water, a fish half that size might be ok.

While the loss is size has been shown to be a product of fishing and changing food sources that shrinkage may be allowing them an opportunity to survive.

Mostly just wondering, but it does make some sense.
