Looking at NOAA ( link ) we have been hanging out a bit below average but are heading down fast for record low flows. One would think that 28G has it nailed but evidently we have some underlying conditions that are going to cause things to go South rather fast. Not the best outlook and if El Nino kicks in I think all bets are off.
