Seems the state had no choice other than defying the court order, which in this current political climate might work? Since the tribes started this mess, seems they would/should be working directly with state on prioritizing which to invest in, for the biggest bang for the buck? If I were a finger pointer, I would be pointing at them. Everyone is affraid to do that any more.
