Just to throw napalm on the fire, how far off the coast does the QIN Rez go? Most countries, and they are supposedly sovereign, claim and enforce 3 miles. So, do I need a tribal permit to fish within 3 miles of the Rez while on the Big Blue? For that matter, any tribe whose Rez abuts saltwater, like in Puget Sound.
